Area County Manager of Innovation, Cabarrus County, NC
Debbie Brannan is the Area County Manager of Innovation for Cabarrus County North Carolina. She has a total of 34 years of experience in the technology field with 29 years in Local Government holding positions as a programmer, systems admin, systems supervisor, CIO and currently area county manager of innovation. A visionary leader, she has led through transformational technology changes, from mainframe data processing, decentralized server processing, to IP convergence, virtualization, mobility and cloud services. Her ability to forecast and ensure technology infrastructure keeps pace with changing requirements has been the foundation for success. Under her leadership Cabarrus County was an early adopter of providing 24/7 government access through online services. The county is credited with being one of the first in the nation to provide GIS mapping via the Internet. Cabarrus County Information Technology has won numerous achievement awards and consistently ranks top 10 in the nation on the Digital Counties Survey. Most recently, in 2020 The Center for Digital Government awarded Cabarrus County first in the overall County Government Experience. A longtime proponent for shared services, she continuously works to reduce duplication of expenditures, eliminate redundant data, streamline process and improve work efficiencies.
