Senior eLearning Developer, PJ Rules
Phil Cowcill has been working in development of eLearning since being hired as an Educational Technologist in 1983. In 1984 he joined a team that built Canada's first Interactive Videodisc. Phil started developing for CD-ROMS, DVDs, and eventually moved his development to the web. In 2011, he was hired to coordinate Canada's first full-time mobile application development program. After 20 years of full-time teaching, Phil then joined the Department of National Defense (DND) as a senior eLearning specialist. Although working with DND, he still travels to a variety of conferences to share his knowledge with the focus on helping others. He's also been published several times including Dr. Michael Allen's eLearning Guide 2012.
