    Rick Wagner Corporate Vice President, Microsoft Federal

    With more than 30 years of experience in government contracting, Rick was named the President of Microsoft Federal and a Microsoft corporate vice president in July 2020 and oversees a team of more than 3,000 employees who are dedicated to supporting agencies of all sizes as they deliver mission-critical work and embrace technology to achieve their goals and serve citizens. Prior to joining Microsoft, Rick was president of ManTech Mission, Cyber & Intelligence Solutions (MCIS) Group, dedicated to advancing technological services to the United States Government’s Intelligence and Department of Defense communities. Rick established ManTech as a leader in Cyber and IT while achieving over 20% growth per year. Before joining ManTech in 2015, Rick was chief strategy officer at TASC, Inc., where he led the company’s growth and business development efforts. Earlier in his career, Rick held management positions at Lockheed Martin and Raytheon and worked as a software engineer and project manager for the Naval Surface Warfare Center. Rick is a member of Fairfax Future’s board of directors and is also a commissioner on the Fairfax County Economic Development Authority (FCEDA). He is a member of INSA, AFCEA and the 4x24 Leadership Program of Executive Mosaic. He is an advocate of efforts that support veterans and has a passion for Early Childhood Education and STEM projects. Rick was most recently named a Top 25 Exec to Watch in 2021 by Washington Exec and a 2021 Federal 100 awardee by Federal Computer Weekly. In 2018, Rick was awarded Intelligence Executive of the Year by Washington Exec. He has also been selected to the Washington 100 for three consecutive years by Executive Mosaic. Rick earned a Master of Engineering Management from George Washington University and a Bachelor of Science in electrical engineering from the University of Pittsburgh.

    Dr. William Chappell Vice President, Mission Systems, Strategic Missions and Technology Division of Microsoft

    Dr. William Chappell is the VP of Missions Systems within the Strategic Missions and Technology Division of Microsoft. The Strategic Missions and Technology division was set up to mature some of the "big bets" across Microsoft, including Quantum, 5G, Space, and government clouds. Within the Mission Engineering team, he developed the Azure Space and Spectrum team, as well as the strategic mod and simulation which includes silicon cloud design. Prior to Microsoft, he was formerly the director of the Microsystems Technology Office (MTO). Serving in this position, he focused the office on three key thrusts important to national security. These thrusts included ensuring unfettered use of the electromagnetic spectrum, building an alternative business model for acquiring advanced DoD electronics that feature built-in trust, and developing circuit architectures for next-generation machine learning. MTO creates the MEMS, photonic, and electronic components needed to gracefully bridge the divide between the physical world in which we live and the digital realm where our information resides. Under Dr. Chappell’s leadership, MTO developed the basic underpinnings of computation and sensing needed for an effective, information-driven society. He created and kicked off the Electronics Resurgence Initiative, the nation’s largest investment in the foundation of electronics. Prior to his 8-year stint in government, Dr. Chappell was a professor at Purdue University specializing in electromagnetics.

    Dr. Samih Fadli Quantum Physicist, Chief Data and Quantum Information Officer, Orion Space Solutions

    Dr. Samih Fadli is the Chief Electromagnetic Data and Quantum Information Officer at ORION SPACE SOLUTIONS, where he directs and leads the quantum physics and the electromagnetic cognitive data intelligence products engineering for the Space Domain Awareness and the Space-based quantum computing and sensing platforms, supporting the DOD and IC missions as well the U.S. National Labs and civilian agencies. Previously, he served as the First U.S. Commands’ Chief Technology Innovation Officer and acting Chief Data Officer of NORAD (North American Aerospace Defense Command) and USNORTHCOM (U.S. Northern Command) where he represented the combatant command at the highest level of the Department of Defense, OSD, Joint Staff, and among the IC partners and CCMDs, strengthening the commands’ JADC2, GIDE (Global Information Dominance Experiments) and N2X critical homeland defense campaigning priorities, spearheading the development of the Joint All-Domain Data Fabric (JADDF) Architecture within the DOD enterprise. Over the past 27 years, Dr. Fadli has also held a number of successful senior executive transformational leadership roles at Fortune 500 and FTSE 100 companies including Quantum Bionic Labs, Publicis Group, Publicis COSMOS, Accenture, Microsoft, Avanade, CGI and among other American publicly traded Silicon Valley technology companies. He holds two doctorate degrees and a master’s degree; these include a Ph.D. in Quantum Computational Hypersonic Flows from Capitol Technology University, a doctorate degree in Quantum Physics from MIT and M.Sc. in Computer Science from University Polytechnique de Seraing.

    Ryan McArthur JWCC Program Manager, DISA

    Mr. Ryan McArthur is the Program Manager for the Joint Warfighting Cloud Capability (JWCC) at the Hosting and Compute Center (HaCC) at the Defense Information Systems Agency (DISA). Prior to this role, Mr. McArthur served as the Senior Technical Advisor to the Department of Defense Deputy Chief Information Officer for the Information Enterprise (DoD DCIO-IE). For the role, he supported the development and implementation of an Enterprise and Tactical Cloud Strategy to facilitate operational capabilities for the Military Departments, Combatant Commands, Defense Agencies, and Field Activities. Mr. McArthur is a decorated retired Army Signal Chief Warrant Officer who served in support of Operation Enduring Freedom and held various tactical and fixed communications assignments. He holds his Bachelor of Science degree in Information Technology Management.

     
    Wes Anderson brings over 30 years of experience serving customers and leading change in the IT industry. He is currently the Vice President of the Microsoft Federal Department of Defense Operating Unit, where he partners with US Defense customers to ensure their mission success using Microsoft’s clouds and products. He started his career as a civil servant at the US Naval Academy. Wes supported the development of major weapons systems at Northrop Grumman before joining Microsoft, where he has led teams including the Worldwide Public Sector Services and US Commercial Services businesses. Mr. Anderson graduated Magna Cum Laude with a Bachelor of Science in Computer Science from National University, Los Angeles and completed his executive education at the Wharton School, University of Pennsylvania. He enjoys traveling, triathlons and enjoying the outdoors with his wife and three boys in Annapolis, MD.

Brian brings 20+ years of innovative, mission-focused program leadership in cybersecurity and information technology and currently leads the deployment of new cloud services and technologies to securely enable the workforce and solution customers’ unique requirements. Prior to joining Gibbs & Cox, Inc. Hobbs served as the Deputy CISO and Director of Client Data Protection at Accenture Federal Services. Brian is a 24-year veteran of the United States Air Force, where he served in multiple information technology and cyber security leadership roles. He is a graduate of Virginia Tech, the Air Force Institute of Technology, and most recently the National Defense University's Chief Information Security Officer program.
