Herb joined VMware in February 2018 and in his role, he is responsible for enabling state, local and education government organizations to achieve their strategic outcomes through a deep understanding of the business issues and how the application of technologies can achieve business outcomes.

Prior to joining VMware Herb served as the State of Wisconsin Deputy State CIO and CTO for the past 6+ years. As deputy, Herb provided leadership over the states enterprise security, architecture, network, data centers, mainframe operations, platform services, PMO, Application Development and Publishing. While serving as deputy, Herb achieved a number of successes such as consolidating infrastructure / platform services achieving a savings over $27 million. Additionally, he established strategic direction and moved the state forward with the implementation of enterprise governance, VOIP, O365, document management, contact center, integrated broadband, identity management, hybrid cloud management and enterprise integrated security roadmap.

Prior to the Deputy role Herb served as state agency CIO for Health and Family Service, Corrections and Administration. Serving as CIO in a number of agencies as well as central IT has provided Herb with an in-depth knowledge of agency program business such as MA program, child welfare, public health and corrections as well as the running a large central IT service organization. Herb is well versed in utilizing best practices such as service performance, benchmarking, agile and ITIL management. The combination of business and technology backgrounds has positioned Herb to design and implement innovative solutions which achieve agency program efficiency and cost objectives.

Herb has been in leadership roles for over 30+ years with a long history of public and private experiences. Prior to joining the state Herb was with a large insurance company where he implemented data warehousing, EDI, information engineering and directed large IT teams developing Underwriting, Claims and Health insurance systems.
