Dean Kueter
Vice President, Brooks Bawden Moore
|
Dean M. Kueter, Jr. joined Brooks Bawden Moore after serving at the U.S. Department of Justice for a dozen years, most recently advising two Attorneys General on law enforcement matters.
In 2019, Attorney General William P. Barr appointed Dean as the Executive Director of the President’s Commission on Law Enforcement and the Administration of Justice, which conducted the first comprehensive review of the criminal justice system in more than 50 years. The Commission examined all aspects of the system and after a year of work produced a report with more than 150 recommendations. Prior to his appointment to lead the Commission, Dean established the State and Local Law Enforcement Coordination Section, a new division within the Department of Justice that reported to the Attorney General.
Before establishing the State and Local Law Enforcement Coordination Section, Dean was Chief of Intergovernmental Affairs at the Bureau of Alcohol, Tobacco and Firearms and Explosives (ATF). He also has served as ATF’s Chief of Legislative Affairs. Prior to joining ATF, Dean held two senior positions at the Office of Community Oriented Policing Services (COPS Office). He was Chief of Staff and prior to that, he was the Assistant Director for External Affairs.
Prior to his Executive Branch service, Dean served as a senior advisor at Lafayette Group, a public safety consulting firm, where he was the Major Cities Chiefs Association (MCC) Washington representative. Before joining Lafayette Group, Dean spent nearly 10 years as the Director of Government Affairs at the National Sheriffs’ Association (NSA) where he represented the interests of our nation’s more than 3,000 elected sheriffs. During his time at NSA, Dean authored two bills that became law, the Bulletproof Vest Partnership Grant Act and the Protecting Seniors from Fraud Act.
Dean has Capitol Hill, campaign, and election experience. He spent twelve years as a Chief Election Judge in Montgomery County, Maryland. He worked in the office of U.S. Representative Peter Blute where he was responsible for law enforcement and public safety issues and early in his career, he worked on three congressional campaigns and one ballot referendum.
Dean is a graduate of Boston College where he studied political science and philosophy.

George Vit
Police Sergeant, New Jersey Police Department
|
George W. Vit is police Sergeant in New Jersey with almost 20 years of experience in law enforcement. He holds an MBA in Management of Technology, he continued to participate in various committees including a technology committee, awards committee, and training committee. Most recently, Sgt. Vit was assigned to the support services bureau to carry out training and technology initiatives, which included annual budgeting, digital evidence, body worn cameras and related grant funding and policy. Sgt. Vit continues to serve on many committees dedicated to technology in law enforcement in professional organizations such as the International Association of Chiefs of Police as and elected Law Enforcement and Information and Technology (LEIT) board member, IJIS committee member and AFCEA participant. He also serves as an industry advisor.

Dorothy A. Spears-Dean
Deputy State Coordinator, Virginia Department of Emergency Management (VDEM)

Dr. Spears-Dean joined the Virginia Department of Emergency Management (VDEM) on July 1, 2020. She leads the 9-1-1 and Geospatial Services (NGS) Bureau. This bureau is responsible for providing 9-1-1 and geospatial services to a wide range of stakeholder and constituency groups that include state and local governments. The services this bureau provides are legislatively mandated and delivered in partnership with the 9-1-1 Services and Virginia Geographic Information Services (VGIN) Advisory Boards. Prior to joining VDEM, Dr. Spears-Dean was employed by the Virginia Information Technologies Agency (VITA) as the Public Safety Communications Coordinator for the state of Virginia. She holds a Ph.D. in Public Policy from Virginia Commonwealth University, a M.B.A. from the University of Richmond, and a B.A. from The College of William and Mary.
As a public safety practitioner and administrator, Dr. Spears-Dean has served in a variety of capacities. Most recently, she was an appointee to the Federal Communications Commission’s Communications Security, Reliability, and Interoperability Council (CSRIC). Dr. Spears-Dean has also served as a National Association of State 9-1-1 Administrators (NASNA) Board Member and a subject matter expert for several United States Department of Homeland Security work groups. She is an accomplished author, presenter, and the recipient of the 2017 “Outstanding Government Leader” award; a national recognition presented by the NG9-1-1 Institute.

Stephen Boyce
Director of Cyber Strategy, Magnet Forensics

Dr. Stephen Boyce currently serves as the Director of Cyber Strategy at Magnet Forensics, where he provides strategic direction to internal and external stakeholders on modernizing cyber investigations and managing human and cyber risk. Before joining Magnet, Dr. Boyce served as a vCISO/Principal Consultant at Unit 42 by Palo Alto Networks (The Crypsis Group), where he led and managed a diverse set of cyber investigations and transformed the cybersecurity program of a $2B multinational conglomerate. Dr. Boyce spent his federal government career supporting criminal and national security investigations at the Federal Bureau of Investigation (FBI) as a member of the Digital Media Exploitation (DMX) and Computer Analysis Response Team (CART). He was qualified as an expert witness in digital and mobile forensics and testified in several high-profile cases. During his federal government career, Dr. Boyce also represented the U.S. internationally as a diplomat, working on various working groups, committees, and projects. Earlier in his career, he was a Cyber Intern at the National Cyber Investigative Joint Task Force (NCIJTF), the U.S. Department of State, and the FBI's International Operations Division (IOD). Dr. Boyce is also a board member at a non-profit organization and an adjunct professor at several universities. His research areas include artificial intelligence, election cybersecurity, and digital forensics. Dr. Boyce is a National Science Foundation CyberCorps Scholarship for Service (SFS) recipient and is an active member of the FBI's InfraGard, ISACA, and HTCIA.

Rob Turner
Corrections Lead, AWS

Rob Turner leads the Corrections sub vertical for the AWS state and local government justice and public safety team. He has extensive experience in public safety, including law enforcement, disaster response, tactical communications, cybersecurity, policy, and legislative affairs. He works with AWS partners to ensure effective technology solutions are available to AWS correctional agency customers nationwide. Prior to joining AWS, Rob was the Chief of Investigations and Security Manager for the US Senate Commerce Committee. Before working in the Senate, he served over 21 years in the United States Marshals Service. Rob founded and led several national technical operations programs in the Marshal’s service throughout his career, and retired from law enforcement as the United States Marshal for Washington DC.

Seth Land is VP of Sales of ADF Solutions, a US-based cyber/digital forensics company. Lawrence Zorio III is the Chief Information Security Officer for Mark43, where he leads a team of cybersecurity experts. He and his team diligently protect the confidentiality, integrity, and availability (CIA) of enterprise and customer data, assets, networks, and products while meeting public safety agencies’ unique security needs worldwide. Lawrence has over twenty (20) years of cybersecurity leadership experience in Public Safety, Finance, Healthcare, and Technology. He currently Chairs the Integrated Justice Information System (IJIS) Cybersecurity Working-Group where they develop standards, best practice guides, and recommendations to help increase defenses to the growing cyber threats in our communities. In addition, he is an advisor to both universities as well as tech start-ups.
Lawrence has a Bachelor of Science in Business Information Systems from the University of Massachusetts at Dartmouth and a Master of Science in Innovation from the D’Amore-McKim School of Business at Northeastern University. He has been featured in numerous news periodicals, industry speaking opportunities and authored many industry documents himself.

Michael Joy is a retired police captain and former commander of the New York City Police Department’s Strategic Technology Division, where he led the development and implementation of all public safety technology platforms. Having previously served in patrol, crime analysis, intelligence, and counterterrorism roles, Michael leveraged this subject matter expertise to establish an IT transformation team that revolutionized the NYPD’s applications, systems, and infrastructure, bringing the Department into 21st century policing. Currently, Michael supports customer enablement of digital evidence solutions for Cellebrite and continues to advance the awareness of, and attention to, these critical challenges through his service on IACP’s Cybercrime and Digital Evidence committee.
