Don Horan, Global State, Local and Regional Government Industry Lead, UiPath
Don brings a wealth of experience in both the private and public sectors as a transformational leader. Most recently, Don served as the Acting Executive Deputy Chief Information Officer for the State of New York where he was responsible for leading a seismic shift to build a customer-focused, high-performing IT organization. Don’s 3500 employee, $800M organization was transformed to execute projects incredibly fast with high levels of agency satisfaction in a shared service environment. Don digitally transformed state agencies struggling to operate with not enough money, not enough people, and with IT systems that did not meet their needs. Don also spent 4 years working for the New York Governor Office Lean Program where he was sent to fix the most visible and, thought to be, unsolvable issues in state government, including the New York Department of Labor Unemployment Insurance COVID backlog and the Department of Health’s COVID response.
As a leader attuned to process improvement, Don has spent most of his career automating processes while focusing on business growth; he knows how to move an organization forward toward an automated vision that delivers better program outcomes. Most important, Don combines a collaborative style and unique ability to elicit ideas to lead the way for an amazing journey to a better organization. During Don’s time in the Governor’s Office, he was able to transform the state’s mental health facilities, operationalize policies such as Paid Family Leave and drastically decreased HHS grant processing time.
Prior to working in government, Don held various positions of increasing responsibility in the chemical, energy, semiconductor and biopharmaceutical industries. Don earned an MBA from Marist College and a Bachelor of Science degree in Mechanical Engineering from Rensselaer Polytechnic Institute.
