Accomplished federal senior executive serving 41 plus years in the Department of Defense security and intelligence communities. I am recognized as a key DoD subject matter expert instrumental in driving change and innovation for the DoD and national security enterprise. In my last federal assignment, I was responsible for implementing the transfer and reform of the background investigation mission from the Office of Personnel Management to the Department of Defense. Prior to that appointment, I served as the Senior Security Advisor for the Department of the Army in the Office of the Deputy Chief of Staff for Intelligence (G2) for over 10 years establishing myself as one of the Department's most transformational leaders. I began my federal service career in 1980 and have held several senior security positions in the DoD serving two military Departments (the United States Army and the United States Navy), the U.S. Special Operations Command, the Missile Defense Agency and the Defense Counterintelligence and Security Agency. My experience transcends all aspects of security. I led initiatives at the strategic and tactical levels, supporting communities in the intelligence, acquisition, special access program and the joint operational and international fields. Accomplishments include development of horizontal classification guidance for the stealth technology; leading key operational testing and acquisition protection initiatives for special operations forces and missile defense; establishment of the security professional certification program for the DoD; transformation of the personnel security investigation submission process for the Department of the Army and; establishment of continuous evaluation capability for the DoD.
